We don't have Target in Canada but the last time I bought budget shoes the smell of petroleum was so strong I was worried that any small spark would ignite me into flames. They are stylish and so comfy that I'm sad they don't smell better. Now when I see a pair of shoes in my price range I give them a good sniff test (I do get some very unusual looks from other shoppers though!)
